Non vascular plants start as seeds, then grow roots. When the roots reach the surface of the ground the stem starts to grow and depending on the plant, start growing different leaves.
Gymnosperms start as seeds. Roots break through the seed and grow bigger over time. As the plant grows out of the ground, and gets bigger cones start to grow.
Angiosperms start out as seeds then grow roots. When the roots meet the surface the stem grows, and over time the plant gets bigger, grows leaves, flowers, and or fruit.
